It is a parallelogram because it has two sets of parallel sides because each circle shares the two opposite sides of the circles and which makes all sides on the circle parallel to each other. Their diagonals also bisect each other. Not only that if you make CB a line then it would make two congruent triangles because of ASA making them parallel.
