The blue and green arrows show the x and y components of the electric field vector. They oscillate with the same frequency, but there can be in general a phase difference (for example, introduced by a birefringent material). Depending on the phase difference, the resultant electric field vector spins tracing out an ellipse or a circle, clockwise or counterclockwise.
